“Manpower Planning” and “human resource” planning are synonymous. In the past the phrase manpower planning was widely used; but now the emphasis is on human resource planning which is broader based. Manpower Planning is one of the most important dimensions of HRD. It is concerned with manpower resource and productivity and is described as “Manpower Planning”.

Manpower planning consists of the following steps:

1) Manpower Forecasting

2) Manpower Inventory

3) Manpower Programme
